
LCTCS Board of Supervisors Announces New Chancellor of Louisiana Delta Community College
BATON ROUGE, La. – Today, the Louisiana Community and Technical College System (LCTCS) Board of Supervisors selected Dr. Justin Hoggard as chancellor of Louisiana Delta Community College (LDCC). The recommendation was made during the April 9, 2025 board meeting after a competitive and comprehensive nationwide search that began in November 2024 and yielded a distinguished pool of highly qualified applicants. LDCC also held public forums, giving students, faculty, staff, and community members an opportunity to engage in the process. Hoggard's appointment is effective July 1, 2025.
"On behalf of the LCTCS Board of Supervisors, I want to congratulate and welcome Dr. Hoggard as the next chancellor of Louisiana Delta Community College," said LCTCS Board Chair Tim Hardy. "He brings a thoughtful, student-focused approach to leadership, and we are confident that under his guidance, LDCC will continue to grow and serve the region with excellence. He is well-positioned to lead the college into the future, and we're excited to see all that he will accomplish."
LCTCS President Dr. Monty Sullivan welcomed the announcement and expressed his enthusiasm for Hoggard's appointment. "Dr. Hoggard is a respected leader with a deep understanding of how community and technical colleges drive opportunity and growth," said Dr. Sullivan. "His passion for serving students and commitment to innovation will be key to building on Delta's momentum. He brings the right vision at the right time, and I look forward to seeing the impact he will make."

Hoggard brings nearly two decades of higher education leadership experience, most recently serving as president of Coastal Bend College in Texas since 2019. He previously held several roles at Three Rivers College in Missouri, including chief academic officer and dean of instruction, where he led academic programming and workforce development across multiple campuses. These roles and others underscore his focus on strengthening rural communities through education and economic partnerships. Hoggard holds a doctorate in educational leadership, along with degrees in education and history, and has served on numerous local and regional boards supporting education and workforce development.

Dr. Justin Hoggard
Dr. Justin Hoggard became Coastal Bend College’s seventh president on November 4, 2019. Before becoming president at CBC, he was the Chief Academic Officer and Dean of Instruction at Three Rivers College in Poplar Bluff, Missouri. He held teaching and numerous administrative roles at TRC over his nearly 20-year career serving higher learning institutions primarily in rural areas. As CAO, Dr. Hoggard was responsible for academic programming and workforce development at the Poplar Bluff campus as well as at Three Rivers College’s locations in Dexter, Kennett, and Sikeston, Missouri.
